There's passive aggressive resistance and outright insubordination. 

Passive aggressive resistance includes - 

• Avoidance - people hunker down and take a wait and see attitude 
• Rumors & gossip - they commiserate with other disgruntled co-workers 

Insubordination can include - 

• Testing - they push back, complain, hold on to the old
• Sabotage - they look for ways to show the change won't work
